Abstract
This study examines the green–digital transition profile relevant to the Romanian construction sector through a comparative analysis of EU Member States and the EU-27 aggregate during 2018–2025. Using Eurostat data, the analysis integrates indicators of material pressure, resource productivity, recyclable mineral raw-material flows, digital human capital, sector-specific digital business adoption and the economic relevance of construction. The results reveal an asymmetric profile. Romania combines high and increasing consumption of non-metallic minerals with comparatively low resource productivity, while its expanding extra-EU trade in recyclable mineral raw materials has become increasingly import-oriented. Digital capacity remains below the EU-27 level, and web-sales adoption among construction enterprises is relatively limited and volatile. At the same time, construction represents a particularly important and increasing share of the Romanian economy. The findings indicate substantial but underexploited potential for green–digital synergies and highlight the importance of connecting digital capabilities with resource efficiency, material traceability and secondary-material circulation.
